The administration placed nearly all USAID staff worldwide on leave and notified at least 1,600 U.S.-based staffers of termination as it moved to shut the agency down.

Reversal
A federal judge ruled the DOGE-led shutdown likely unconstitutional and ordered USAID email, payment and electronic systems reinstated; a subsequent ~4,000 RIFs during the shutdown were blocked and then reversed by the November temporary funding deal.
